Step 1: Go to Main Menu , Click on Settings or draw down your notification bar and tap on settings icon
Step 2: tap on About Phone, and you will see an option with. Android Version , Build Number, Software Update., baseband and kernel version
Step 3 : In this Menu tap on Build Number for Seven times or more, till it shows " You are now a Developer "
Step 4: after that press back and you will see Developer Option.

Why Shouldn't Enable Developer Option?
You should disable Developer Option if you are not android tweaking fans, if you don't flash or install app through Adb command but if you always use your phone for some flashing or coding stuff, I would advice you to enable it
Steps To Disable Developer Option on Android running 4.4 and above... It might work for below os too
Step 1: Go to Main Menu , tap on Settings ,
Step 2: scroll down and tap on Apps then navigate to "All" Tab , There you will find Setting Applications
Step 3: after that tap on "clear Data.", and wait for it to complete, it might hang for a second, then press Main Menu. Or back after that guess what? You are done... And you are now a boss
